My college reduced my bittorrent download speed from 700kB/s to 10kB/s, is there any way to get back to 700?

It ran at 700kB/s for less than a day. I woke up the next morning to find my internet kicked down to 56k, but now its fine again, except for the bittorrent downloads.
I'm using azureus with the ono plugin here:

I tried changing my ports a couple of times but that didn't help. I'm using windows Vista. Does anyone have any suggestions?
since it is connected to a school router that is the set speed for downloading so people don't download music and videos because it would take to long thier download speed is specifically for school functions. There is no way to change that unless you have your own internet connection. Everyone at college is stuck with a slow download speed my college does that to and it sucks.
